SOF Connect launches initial construction works for Terminal 3 at Vasil Levski Sofia Airport

An investment of more than €7 million will provide the essential infrastructure preparation for the construction of the new terminal

SOF Connect, the operator of Vasil Levski Sofia Airport, and Glavbolgarstroy – Infrastructure Construction have launched preliminary construction works associated with the development of Terminal 3. The works include the construction of a new Transportation Center, the reconstruction of the area in front of Terminal 2, and the relocation of existing underground infrastructure – all key elements in preparing for the future terminal. SOF Connect’s total investment in these activities exceeds €7 million and forms part of the airport’s long-term development and investment programme.

Jesús Caballero – CEO of SOF Connect, Emil Angelov – CEO and Deputy Chairman of the Management Board of Glavbolgarstroy Holding, together with Vasil Terziev – Mayor of Sofia, officially launched the project. Special guests at the event were Tervel and Malena Zamfirovi – the ambassadors of the Terminal 3 project. As part of the event, Tervel Zamfirov stepped into the role of construction machinery operator, taking the controls of one of the excavators involved in the earthworks at the construction site.

New Transportation Center

One of the main components of the project is the construction of a new bus Transportation Center, which will improve the organisation of transport services and passenger movement in the Terminal 2 area. The project provides for a dedicated bus zone with 14 parking bays and an optimised traffic management layout in the area.
Redevelopment of the Area in Front of Terminal 2
The second component involves the reconstruction of the area in front of the terminal to improve the surrounding urban environment, accessibility and traffic management. The plans include the construction of an access ramp for wheelchair users and the relocation of the taxi stand to a position directly in front of Terminal 2.

The new layout will ensure a continuous flow of taxis throughout the construction of Terminal 3, while also improving services for arriving and departing passengers.

New Underground Infrastructure for Terminal 2 and the Future Terminal 3

In parallel, the third component of the project will begin at the end of October. It involves the relocation of existing infrastructure serving Terminal 2 and the Air Traffic Services (ATS) tower, as well as the construction of new underground utility networks.
These networks will serve Terminal 2, the ATS tower and the future Terminal 3, and will include electricity supply, heating, drinking water supply, domestic wastewater and stormwater drainage, telecommunications and a fire suppression system.
“Developing underground infrastructure ahead of construction of a new terminal is an established international practice in modern airport development. This approach allows us to prepare the necessary utility networks and systems in advance, ensuring that Terminal 3 is built on a reliable infrastructure foundation. At the same time, we are upgrading the area around Terminal 2 to improve traffic management and passenger services during the upcoming construction works.”, said Jesús Caballero, CEO of SOF Connect.

"For Glavbolgarstroy, today marks more than just the beginning of yet another construction project. This launch represents another significant step in a partnership we have been building with SOF Connect for several years. To us, this serves as proof that trust between a client and a contractor is earned through successful work and strengthened with every subsequent project. We thank the SOF Connect team for their partnership and the confidence they have placed in us. I believe that, together, we are doing more than simply executing individual construction projects; we are contributing to the long-term transformation of Vasil Levski Sofia Airport. I believe this shared journey continues for a long time to come, because the most significant infrastructure projects are successfully realized when driven by a common vision for quality, sustainability, and long-term development.", said Emil Angelov, CEO and Deputy Chairman of the Board of Directors of Glavbolgarstroy Holding.
The project builds on the partnership between SOF Connect and GBS in delivering key infrastructure developments at the airport. In November 2024, the two companies opened two new outdoor car parks with a combined capacity of 1,045 parking spaces. In February 2026, the renovated multi-storey covered car park at Terminal 2 was also opened following an investment of €16.6 million, delivered in partnership with GBS – Infrastructure Construction.

The current project expands this cooperation into transport connectivity, the urban environment and the technical infrastructure required for the airport’s next phase of development.

The works on the Transportation Center and the redevelopment of the area in front of Terminal 2 are expected to be completed by the end of March 2027. Construction of the new underground infrastructure will begin at the end of October and is also expected to be completed in March next year.

With these investments, SOF Connect is launching the infrastructure preparations for Terminal 3 – a key commitment under the Concession Agreement and an important step in the long-term development of Vasil Levski Sofia Airport.
